  • Assessment information, programs, and the BID's yearly goals and budget are contained within the Annual Report:
  • Annual Assessment of BID Members
    • On May 23, 2017, the Newport Beach City Council approved Resolution No. 2017-37 setting the levy assessment for Corona del Mar BID members for fiscal year July 1, 2016 to June 30, 2017 as follows:
      • Banks and financial institutions that are exempt from City business license regulations shall be assessed $500 per year.
      • Insurance agencies that are exempt from City business license regulations shall be assessed $250 per year.
      • Persons operating one of the following types of businesses as an independent contractor in an establishment owned by another person shall be exempt from this assessment - hair stylists, nail technicians, and real estate agents.
      • The assessment for all other businesses within the BID boundary shall be 150% of the annual business license tax.
    • On June 13, 2017, the City Council approved Resolution No. 2017-41 confirming the levying of assessments and appointed the Advisory Board of Directors (see below for the listing of board members).
  • Annual Renewal Process 
    • The CdM BID was formed pursuant to the Parking and Business Improvement Area Law of 1989, codified in Streets and Highways Code Sections 36500 et seq., for the purpose of financing activities and programs to benefit businesses located and operating within the area. The CdM BID territory encompasses the area generally located on East Coast Highway from Hazel Drive to Avocado Avenue in Corona del Mar (CdM BID boundary map). Each spring, the Newport Beach City Council reviews the BID’s annual report and conducts a public hearing to levy member assessments in the new fiscal year (starting July 1). The public hearing provides members the opportunity to submit written and oral protests about the assessment or planned activities. If member protests represent less than 50 percent of the total assessment amount, the NBRA BID renewal is confirmed and levies assessed upon its members. If protests represent 50 percent or more of the total assessment, the renewal proceedings are abandoned.
