    <P>Interested parties are invited to attend the Scoping Meeting on Thursday, October 17, from 6 p.m. to 8 p.m., at the&nbsp;JWA administrative offices, located at 3160 Airway Avenue, Costa Mesa, CA 92626.&nbsp;The meeting will be held in the Airport Commission Room.</P>
    <P>You are also welcome to submit comments for consideration regarding this Notice of Preparation&nbsp;(NOP) through the close of business on October 31, 2013.&nbsp; All comments and responses to the NOP&nbsp;must be submitted in writing to:</P>
