  • About the NBRA
  • Annual Assessment of BID Members:
    • On May 23, 2017, the Newport Beach City Council adopted Resolution No. 2017-38 setting the annual assessment of BID members for the fiscal year July 1, 2017 to June 30, 2018.
    • On September 13, 2016, the Newport Beach City Council adopted Ordinance No. 2016-11 amending the stakeholder business structure and annual assessment levied for the NBRA BID as follows:
      • Full-service restaurant (e.g., with wait service), $600
      • Fast-casual restaurant (e.g., place order at counter), $500
      • Grocery or market, $500
      • Coffee, tea or specialty shop, $150
      • Dessert, bakery or treats, $150
      • Juice bar or smoothie shop, $150
      • Catering company, $150
      • Exempt businesses which sell food include: certified farmer's markets, mini-marts, yachts and charters, banquet facilities, private membership clubs, theaters, and gas stations.
  • Annual Renewal Process
    • The NBRA BID was formed pursuant to the Parking and Business Improvement Area Law of 1989, codified in Streets and Highways Code Sections 36500 et seq., for the purpose of financing activities and programs to benefit businesses located and operating within the area. The NBRA BID area encompasses any food service business within the boundaries of the city of Newport Beach. Each spring, the Newport Beach City Council reviews the BID’s annual report and conducts a public hearing to levy member assessments in the new fiscal year (starting July 1). The public hearing provides members the opportunity to submit written and oral protests about the assessment or planned activities. If member protests represent less than 50 percent of the total assessment amount, the NBRA BID renewal is confirmed and levies assessed upon its members. If protests represent 50 percent or more of the total assessment, the BID renewal proceedings are abandoned.
