Purpose

The Steering Committee is intended to:

 

A. Ensure there is sufficient public outreach and stakeholder input regarding the update to the City of Newport Beach General Plan ("General Plan Update");

B. Provide guidance to City staff regarding the scope of work and preparation of a Request for Proposal for a General Plan Update consultant;

C. Review responses to the Request for Proposal;

D. Make a recommendation to the City Council regarding the selection of a consultant to assist with the General Plan Update;

E. Provide a recommendation to the City Council on the formation and membership of a subsequent General Plan Update Advisory Committee ("Advisory Committee") that will help guide policy changes with the General Plan Update;

F. Provide oversight and direction to the Advisory Committee to ensure the overall General Plan Update process stays on task;  and

G. Make reports to the City Council, at least bi-monthly, regarding the progress of the General Plan Update.

Progress Report

The Steering Committee was appointed at the April 12, 2022 City Council meeting and will hold its first meeting on Monday, July 11, 2022 at 6 p.m. in the Civic Center Community Room.

Online Housing Workshop

The City will be seeking input from the community on the future of housing in Newport Beach at an interactive, virtual workshop on Oct. 20 from 6-7:30 p.m.

The workshop, “Envisioning the Future of Housing,” is the first in a series of community forums that will help update the housing and the circulation (transportation and mobility) portions of Newport Beach’s General Plan.

Participants can register here for the virtual workshop, hosted on Zoom.

Earlier this year, the City was informed that it must plan for an additional 4,834 housing units over the next decade to comply with legal requirements of the Regional Housing Needs Assessment (RHNA). This workshop will gather input on how best to integrate future housing units into the city.  

The virtual workshop will include surveys, polling, live discussion, and other activities to engage Newport Beach residents in the General Plan process. The Oct. 20 workshop will focus on housing, to be followed by a circulation workshop later this year.  

The General Plan update effort builds on the broader “Newport, Together” community outreach conducted in fall, 2019. The General Plan’s Housing Element details the City’s strategy for enhancing and preserving community character and identifies strategies for additional housing. The Circulation Element guides how people move through the City through various forms of transportation.
