NOTICE IS HEREBY GIVEN that on Tuesday, July 22, 2025, at 4:00 p.m., or soon thereafter as the matter shall be heard, a public hearing will be conducted in the City Council Chambers at 100 Civic Center Drive, Newport Beach. The City Council of the City of Newport Beach will receive public comments and consider the following:

2025-2029 CONSOLIDATED PLAN: A five-year document submitted to the Department of Housing and Urban Development (HUD) that serves as a comprehensive housing affordability strategy, community development plan, and submission for funding under any of HUD’s entitlement formula grant programs. 

2025-2026 ACTION PLAN: serves as the annual application for federal funds under the HUD Community Development Block Grant (CDBG) formula grant program. The City anticipates receiving approximately $402,015 in CDBG funds to support eligible projects during the Program Year 2025-2026.

CITIZEN PARTICIPATION PLAN: establishes the City’s policies and procedures for community participation in the development of strategies, planning and implementation of federal grants including the CDBG program.

NOTICE IS HEREBY FURTHER GIVEN that the publication of this notice commences a minimum 30-day public review period as required under Federal Regulation 24 CFR 91.105(b)(2) and the City’s Citizen Participation Plan. This public review and comment period begins June 21, 2025, and runs through July 22, 2025. The public is invited to submit written comments on the draft document to the Community Development Department no later than 2:00 p.m. on July 22, 2025. Copies of the DRAFT 2025-2029 Consolidated Plan, DRAFT 2025-2026 Annual Action Plan, and DRAFT Citizen Participation Plan will be available for public review on the City’s website at http://www.newportbeachca.gov/CDBGreports and at the following locations:
