City Departments & Services
Newport Beach is a charter city governed by an elected, seven-member City Council, which operates under a council-manager form of government.
The City Council appoints the City Manager whose responsibilities include carrying out the policies and ordinances of the City Council, preparing the annual budget, conducting long-range planning, appointing heads of departments, and overseeing the day-to-day operations of the city. The Council also appoints the City Attorney to handle the City's legal affairs and the City Clerk who is responsible for all documentation of Council action, preservation of official records, and serving as the City's election official. The City of Newport Beach is a full-service city and provides its residents with nearly all public services including police, fire, water, sewer, libraries, street maintenance, traffic management, parks, recreational programs and marine safety.
Below is a listing of the City's departments and a general overview of responsibilities.
City Manager's Office

The city manager is responsible for implementing City Council policies, directing City departments and operations, and developing and managing the City’s capital and operating budgets. The City Manager’s Office includes the divisions of public information, economic development and information technology.
City Attorney's Office

The City Attorney’s Office provides legal advice and services to the City Council, City staff, boards, commissions and committees through the preparation of ordinances, resolutions, contracts and legal opinions relating to land use, public safety and other municipal law matters. As the prosecutor for the City, the City Attorney’s Office protects the health, safety and welfare of the public through the effective prosecution of violations of the Charter and Municipal Code. The City Attorney’s Office also represents the City, its officers and staff in civil litigation matters and manages the legal services provided to the City by outside legal counsel.
City Clerk's Office

The City Clerk’s Office provides service and support to the Mayor, City Council, City Manager and City departments, as well as the public. The office has the responsibility for maintaining the official records of City Council actions in accordance with the legal requirements for public meetings and execution of all minutes, ordinances, resolutions and contracts. Services to the public include assistance with understanding and participating in the decision and policy making process, responding to requests for records and assistance with general inquiries.
Community Development

The Community Development Department’s services encompass revitalization of targeted areas, retaining and attracting businesses to Newport Beach, and creating and maintaining high-quality residential neighborhoods and business areas to ensure that Newport Beach provides safe, economically vital, and aesthetically pleasing places in which to live, work, and visit. The Department administers the City’s land use policies, including the general plan, zoning, building, subdivision, and environmental regulations, to ensure the orderly physical growth of the community. Program activities range from advanced and current planning to building permit inspection, plan check, code enforcement, real property and asset management and oversight of the Community Development Block Grant Program.
Finance

The Finance Department’s primary purpose is to act as the chief financial steward over all public resources and to provide a wide variety of financial, technical, and support functions generally encompassed by treasury, accounting, budgeting, long-term financial planning, auditing, and revenue administration. Prudent financial services are critical to the City’s financial stability, and the City’s ability to consistently deliver the highest quality of municipal services our residents have grown to expect and deserve.
Fire

The Newport Beach Fire Department is a full-service department providing residents and visitors with exemplary customer service twenty-four hours a day. The terrain and geologic features create a challenging and diversified environment influenced by residential, commercial, mercantile, retail, and manufacturing businesses, as well as a wildland and ocean interface. In order to serve our customers, the department has eight strategically located fire stations; three lifeguard offices on the beach; and thirty-eight lifeguard towers.
Harbor

The Harbor Department provides information and services to harbor users whether you are a guest, anchor your vessel year round or call the harbor your home. The City manages many of the visitor-serving amenities within the harbor, including the award-winning Marina Park where you can rent guest slips, moorings and anchorage for your stay. The department is committed to protecting and improving the resources of Newport Harbor and Upper Newport Bay to ensure proper use and enjoyment by all things that derive life, recreation or commerce from one of the City’s most important asset.
Human Resources

The Human Resources Department provides professional customer service and support to the City Council, Civil Service Board, City departments, employees, and the public. We provide organizational strategy and analytical information to the City Manager in order to meet key Council goals established for negotiations with bargaining units, working towards organizational transparency and assist in restructuring/improving departments to plan for the future workforce. The department is committed to hiring capable, versatile and highly-qualified talent for the organization, while adhering to budgetary parameters.
Library Services

The Library is a valuable resource which offers a diverse range of materials, information and programming for every age group in our community. Over one-million people come into the libraries each year and many more use the online resources from their home, office or school. The department also oversees the City's cultural arts and public arts programs.
Police

The Newport Beach Police Department is committed to providing our Community with the highest quality police services possible to maintain the quality of life that is cherished by those who reside, work, and visit here. Members of the department include the patrol / traffic division which serves as the community's first line of defense against criminal activity; a detective division that is the investigative arm and responsible for narcotics and vice enforcement, criminal intelligence, crime analysis, school resource officers, court liaison services and crime scene investigations; and an administrative support division that is responsible for handling over 200,000 telephone calls, processing over 10,000 reports, personnel and training, IT and fleet maintenance.
Public Works

Public Works is everywhere you look! The Public Works Department designs and constructs capital construction projects that keep the city looking beautiful and functioning efficiently. The department includes engineers and maintenance crews to oversee the city's roads, intersections, bridges, sidewalks, storm drains, traffic signals, water quality and environmental features, piers, water and sewer systems, street lighting, public buildings and parks (i.e. Infrastructure). In addition, Public Works manages harbor resources, water quality and conservation programs, beach maintenance and issues permits for utility company activities and private development construction.
Recreation & Senior Services

The Recreation & Senior Services Department is responsible for providing the community quality educational, recreational, cultural and social programs for people of all ages in safe and well maintained facilities, opens spaces and parks. This department facilitates the rental of indoor and outdoor recreational sites and manages a diverse range of special events held in Newport Beach.
Utilities

The Utilities Department is committed to providing a safe, reliable source of water for drinking, irrigation and fire protection, as well as wastewater services to convey wastewater from homes and businesses for treatment and disposal. We are responsible for maintaining all City streetlights, storm drains, oil and gas lines, as well as keeping our streets swept and clean. We understand that maintaining these assets at a high level increases the quality of life for our residents and enjoyment of our visitors.
