City Government in Newport Beach

The City of Newport Beach is a charter city governed by a seven-member City Council. Council Members are elected by Newport Beach voters at large to represent specific geographic districts. Elections occur every even-numbered year, with either three or four seats on the ballot. Each Council Member serves a four-year term and may serve up to two consecutive terms.

Under the City Charter, the Mayor and Mayor Pro Tem are selected annually by the City Council from among its members. All actions of the City Council are conducted in open session in compliance with the Ralph M. Brown Act (Brown Act), California' open meetings law. 


The City Council appoints the City Manager, City Clerk, and City Attorney to implement Council policies and serve as the City’s executive leadership team. These officers oversee professionally trained staff who deliver high-quality municipal services to the Newport Beach community.

City Council Meetings

Regular City Council meetings are held twice a month in the City Council Chambers located at:

100 Civic Center Drive, Newport Beach, CA 92660

Meetings typically begin at 4:00 p.m., unless otherwise adjusted to accommodate the Council’s business needs. During August and December, the Council holds at least one regular meeting in each month. If a scheduled meeting falls on a holiday, it will convene on the next business day.

Study Sessions

Study Sessions are generally held on the same day as regular meetings and typically begin at 4:00 p.m. These sessions provide an opportunity for staff to present projects, initiatives, and policy matters for Council discussion. Study Sessions are informational in nature—no formal action or voting takes place.

Council Meeting Agendas and Agenda Packets

The agenda packets are made available to the public on the City's website and hard copies are available at the Central Library and in the City Clerk's Office. Archived agenda packets are available  for online viewing.

Televised Meetings

Meetings are televised the evening of the meeting by Spectrum (Channel 3) and Cox Communications  (Channel 852), and are rebroadcast the Sundays following the meeting at 4:00 p.m., the following Mondays at 12:00 p.m., and the following Tuesdays at 4:00 p.m. until the next meeting is aired. Meeting videos are archived and can be viewed with the respective meeting agenda.

Explanation of City Council Actions

  • Consent Calendar - In an effort to conduct more efficient Council meetings, the agenda contains a “Consent Calendar” for routine matters or non-controversial issues (minutes, resolutions, second reading of ordinances, contracts, budget amendments) to be handled by one motion. There is no discussion of these items prior to the motion to approve the entire Consent Calendar unless a Council Member, staff or the public request that the item be removed for discussion and separate action.

If, as an attendee or a participant at a meeting, you need special assistance beyond what is normally provided, the City will attempt to accommodate you in every reasonable manner. Please contact the City Clerk’s office at least 48-hours prior to the meeting to inform us of your particular need and to determine if the accommodation is feasible.
