AB 1234 - Ethics Training for Local Officials
On October 7, 2005, Governor Schwarzenegger signed Assembly Bill No. 1234. AB 1234 provides that, if a local agency gives any type of compensation, salary, or stipend to, or reimburses the expenses of a member of its 'legislative body' (as that term is defined in California Government Code Section 54952), that local agency's officials must receive training in ethics.
AB 1234 also provides that if an entity develops criteria for the ethics training required by AB 1234, then the Fair Political Practices Commission (FPPC) and the Attorney General shall be consulted regarding any proposed course content. Other than the consultation requirement regarding the training course, the FPPC has no jurisdiction to interpret or advise on the requirements of AB 1234. In response to AB 1234's requirement that the FPPC be consulted regarding proposed course content, the FPPC has implemented Regulation 18371. The training session offered by the FPPC through their website is a self study. Please click here to view FPPC's online training (if you haven't done so previously, you will need to create a log-in). Following completion of the training, it is the individual’s responsibility to submit the Proof of Participation Certificate to the City Clerk’s Office (Bay E, 2nd Floor). It is recommended that you keep a copy for your records.
