City Supported Merchant Associations
In May 2014, the City Council approved disestablishing the Balboa Village Business Improvement District and the Marine Avenue Business Improvement District to allow the area businesses to form their own merchant associations independent from the City. Once the merchant associations where formed, the City agreed to provide financial support ($40,000 per fiscal year for five years) for area improvements (such as banners, decorations, street furniture) and for marketing the member businesses.
