Local business owners and residents play an important role in reducing homelessness in our community.
Know When to Call
Business owners and residents are encouraged to call the Newport Beach Police Department’s non-emergency number at 949-644-3717 if they believe that there is a violation of the City's anti-camping ordinance or other law.
Under the Newport Beach Municipal Code, the following behaviors may constitute a crime and the Police Department should be contacted if the following are witnessed and/or disrupting business operations:
- Threats or threatening behavior.
- Setting up tents or other unpermitted temporary structures (shade structures with open sides are allowed in parks and beaches).
- Blocking access to businesses, private property or public restrooms.
- Leaving personal items unattended on public property.
- Sleeping in restrooms.
- Sleeping overnight in cars.
- Using public fountains, drinking faucets, restroom sinks or sprinklers for personal hygiene or to wash dishes or clothes.
- Trespassing on private property.

Discourage Panhandling
Let your neighbors and visitors know about the City’s Good Giving program, which uses community donations to help keep people housed and employed.
Well-meaning donations, such as cash, food or camping equipment, can unintentionally hinder the City’s efforts when people choose to stay on the streets instead of accepting help.
How Your Actions Help
By alerting the City to violations of the municipal code, you can help assist homeless individuals with long-term help. Contact with police officers or homeless outreach team members is often the first step into a comprehensive support system.
Newport Beach has a network of free services available to those experiencing homelessness, including mental health and substance abuse counseling, temporary shelter beds, assistance in securing employment and permanent housing, and more.
