CITY HALL CLOSURE NOTICE:
In response to the current surge in COVID-19 cases, Newport Beach City Hall and community centers will temporarily close beginning Monday, January 3, 2022. All City services will continue, although some will be conducted only through virtual and drop-off services.
For permit services related to Public Works (such as temporary street use permits or encroachment permits), please submit your requests through: PBWDevelopmentGroup@newportbeachca.gov
Requests will be handled electronically; however, you may still need to pick up hard copy materials or documents outside of the Civic Center in one of the marked bins located outside of Bay C. Delivery of documents to Public Works will also be handled through the drop-off bins.
Public Works is responsible for issuing permits for construction activity within the City's public rights-of-way. All permits are issued and inspected to ensure safety and quality are met for public safety. Specialty Permits are issued for dredging, harbor docks and pier transfers.
- Encroachment Permits are issued for all types of construction in the public right-of-way and are different and separate from Building Permits.
- Temporary Street and Sidewalk Closure permits are issued for placing dumpsters, cranes and / or reserving parking for your construction activities or other temporary street closures.
- Oceanfront Encroachment Permits allow property owners who live along certain sections of the oceanfront to encroach onto the public right-of-way for specific projects.
Please note, construction within City property must have a state licensed contractor and an Encroachment Permit prior to performing any work. Fees charged for permits can be found on the Fee Schedule and are charged based on your scope of work.
