Development Impact Fees (DIFs)
The City prepared a Development Impact Fee Nexus Study (“Nexus Study”), which was adopted by the City Council on November 12, 2024. The DIF program will become effective on January 12, 2025.

Revised Development Impact Fee Nexus Study
The Development Impact Fee Nexus Study identifies fees for the following categories of development:
- Recreation
- Fire
- Police
- Water
- Sewer
Approved Fees:
In addition to the newly adopted DIF program, the City has an existing Traffic Fair Share Fee. The Traffic Fairshare fee schedule is available on the City’s website at this link.
The below draft of the Nexus Study dated August 19, 2024 has been updated to correct an error related to the Fire Facilities Fee.
Project Timeline
A Study Session was held with the City Council on August 27th, 2024. The City Council discussed the methodology of the nexus study, proposed DIFs, and how the fees would be applied to future projects. The City Council directed staff return with the necessary ordinance(s) and resolution(s) to adopt the DIFs for residential projects. The City Council was uncertain regarding fees for commercial projects.
The City held a public hearing with the City Council on November 12, 2024. The City Council adopted the Nexus Study and Fee Schedule and passed the implementing ordinances on to a second reading. A second reading of the ordinances with the City Council was held on December 10, 2024.
The Development Impact Fees for Police, Fire, Recreation, Water, and Sewer will become effective on January 12, 2025. All applications that are not deemed complete by the effective date will be subject to the fees as described in the approved resolution and ordinances.
