Affordable Rental Housing Opportunities in Newport Beach

The City of Newport Beach has had policies in effect since the mid-1980’s requiring the provision of affordable housing in association with all new residential developments proposed. Most were provided within new or existing apartment projects. The City has also facilitated the teaming of market rate and affordable housing developers to produce affordable housing. Owners of such properties have entered into agreements with the City to keep rents affordable in a specified number of rental units within each property.

Housing Choice Voucher Program

The City of Newport Beach also participates with the Orange County Housing Authority to provide the “Housing Choice Voucher Program”, where participants who receive a Housing Voucher can use this rental assistance in a variety of rental dwellings and locations. Under the Housing Choice Voucher Program, an individual or family is generally required to pay approximately 30% of adjusted monthly income toward rent and utilities. The remaining portion of the rent will be paid to the property owner by the Orange County Housing Authority under an approved contract. Home Purchase Programs

The City of Newport Beach does not currently have any available programs to assistance with the purchase of a home within the City.

The State of California and federal government have the following programs available to assist with the purchase and finance of homes for qualified purchasers:

Emergency Shelters/ Transitional Housing / Human Services Referrals

The City provides Community Development Block Grant (CDBG) funds to the following homeless shelters and at-risk service providers. If you are at-risk of losing your housing or in immediate need of emergency housing, please contact the following providers for assistance. 2-1-1 Orange County maintains relationships with organizations providing more than 4,000 health and human services programs. The services to which 2-1-1 Orange County refers people fall under several different categories. The most common request is for Basic Needs. These include: food (donated food, soup kitchens, grocery vouchers, food stamp programs, etc.); shelter (both short- and long-term); clothing; infants’ needs (baby formula, diapers); and utility assistance. Many of the organizations to which callers are referred to provide their services free of charge or on a sliding scale based on ability to pay.

FAIR HOUSING FOUNDATION

Fair housing enforcement and landlord/tenant mediation services are available for tenants, realtors, apartment owners and managers, lending institutions and other interested parties within the City. Each year, the City allocates CDBG funds for this purpose as required by law. Effective July 1, 2011, the City has contracted with the Fair Housing Foundation for these services, which are provided free of cost.
