The City hosted a half-day, update conference to share information and discuss recovery and treatment facilities and sober living homes.  Below is the conference agenda and conference materials are available to view and/or download (no materials were handed out at the conference).  The conference was video taped and can be watched online by clicking here.  In addition, members of the public submitted written questions during the conference.  Several were answered during the conference, but those that were not are available by clicking here.

Date and Time:  Wednesday, September 14, 2011 at 1:30 p.m. - 5:30 p.m.

Location:  Newport Coast Community Center, 6401 San Joaquin Hills Road, Newport Beach.

Purpose

  • to provide an overview of state and federal laws affecting the regulation of disabled housing uses by local entities;
  • to share information about licensing issues related to the operation of alcohol and drug recovery and treatment facilities and sober living homes;
  • to provide an update on recent developments in the City of Newport Beach's defense of litigation initiated by recovery facility operators; and
  • to listen to audience comments and suggestions.

The conference will include two panels of guest speakers.  The first panel will provide an overview of state law and restrictions on cities' abilities to regulate recovery facilities; state legislative issues; and state licensing requirements and other related matters.  The second panel will address local issues as they relate to the legal challenges to our City ordinance;  information on what Los Angeles and other cities are proposing; and more.  Each panel will present their information for approximately 30-45 minutes followed by a 30-minute question and answer period.  In addition, there will be a discussion of potential "next steps" for Newport Beach which will include a time for public comment and suggestions. The conference is open to all and Newport Beach community members are encouraged to attend.
