Schedule of Rents, Fines, and Fees (SRFF)
The SRFF is a comprehensive customer service document that lists the different fees and charges within the City including, but not limited to, cost-of-services fees, fines and penalties, rents and other charges that are imposed by the City or may be mandated by the State of California.
Chapter 3.36 of the Municipal Code, titled "Cost Recovery for User Services", allows the City to recover the actual cost of providing services including direct labor costs, administration or "overhead" costs, and the cost of materials and supplies. Fees are reviewed to ensure they continue to reflect the actual costs the City incurs for providing services or adjusted accordingly by CPI. Fines and penalties are established by ordinance and are meant to deter individuals from committing a particular action. Rents are not limited to cost of service, but rather are set at the discretion of the City.
