NOP Comment Period: October 17, 2025, to November 17, 2025 (30 days)

 

On Friday, October 17, 2025, the Community Development Department released a notice of preparation (NOP) for the Bayside Village Marina & Back Bay Landing Bayfront Stabilization and Improvement Project (PA2024-0135), located at 100 East Coast Highway. The purpose of the NOP is to inform and invite the public and other agencies to provide input regarding what should be evaluated in the Supplemental Environmental Impact Report (SEIR) for the project.  Complete Public Notice

 

Public input regarding what should be evaluated in the SEIR will be accepted during a 30-day public comment period that runs from October 17, 2025, to November 17, 2025. An electronic copy of the NOP is available online at: https://www.newportbeachca.gov/ceqa, and hard copies are available to view at City Hall and the City’s Libraries.

 NOTICE OF PUBLIC SCOPING MEETING:

 The City will conduct a public scoping meeting where attendees can learn more about the SEIR process and provide comments on the scope of the information and analysis to be included in the SEIR. The meeting will be held on October 29, 2025, at 5:30 PM, at the Community Room in the Newport Beach Civic Center at 100 Civic Center Drive, Newport Beach, California 92660.

 PROJECT DESCRIPTION

The project aims to repair aging infrastructure, including the existing seawall, improve marina parking, and expand public access and recreation at Bayside Village Marina (BVM) and Back Bay Landing (BBL), the future site of a mixed-use waterfront village.

Key improvements include:

  • Replacing the existing BVM seawall, originally constructed in 1958
  • Extending the seawall along the bayfront to the Bay Bridge
  • Stabilizing upland soil to reduce seismic risk
  • Adding 67 new boat slips and extending marina docks
  • Performing maintenance dredging
  • Installing ADA-accessible features and more parking
  • Creating public access easements for future bayfront paths and bike trails
  • Replacing and relocating a City water transmission line under the site and across the New
