Pay Your Administrative Citation
Any person violating any provision of the Newport Beach Municipal Code or applicable State Code may be issued an administrative citation. Each and every day that a violation occurs constitutes a separate and distinct offense.
The failure to pay the fees or fines assessed within the time specified may result in the matter being referred to a collection agency. Any unpaid fees or fines will be assigned to a collection agency approximately 90 days after the original due date. At that time, 30% of the original fee will be added to the fine for collection/recovery costs.

Appeal Your Administrative Citation
Any recipient of an administrative citation may file an appeal. A request for hearing form must be filled out and returned to the City along with an advanced deposit of the fine within 21 days from the original citation. Any fine shall be refunded if it is determined that the person charged was not responsible.

An administrative citation for non compliance of a business license cannot be disputed in person or via telephone, unless the entity or individual that has been cited has a valid business license tax certificate from the City of Newport Beach you can call 949-644-3141. You may log on to the City website at www.newportbeachca.gov go to on-line services, apply for a Business License and/or download a Request for Administrative Hearing. This form will allow you to describe why you believe you are not subject to the business license tax. Your form must be received by the Revenue Division by the correction date noted on your citation. Your hearing form will be reviewed and you will be notified if your case has been dismissed or inform you of your scheduled hearing date.
