Lena Shumway was named City Clerk for the City of Newport Beach in 2025. Lena has nearly 20 years of experience in municipal government, with expertise in elections administration, agenda management, public records, legislative support, and transparency initiatives.
Prior to her appointment as Newport Beach City Clerk, Lena served as the Director of Administrative Services and City Clerk for the City of Commerce since 2014, and previously held clerk roles in both Nevada and California, including City Clerk and Assistant City Clerk positions. These roles built a broad operational foundation in public process, records retention, compliance, and public-facing service delivery.
Lena holds a Master’s degree in Public Administration, is a certified Master Municipal Clerk (MMC), and serves as the City’s local elections and legislative official. She provides direct support to the Mayor and City Council and is responsible for upholding the California Public Records Act, the Political Reform Act, and the Brown Act for the City. The City Clerk also serves as the liaison between the public and the City Council and provides essential municipal services that support transparent and accountable government.
