Residential Trash Collection Schedule

CR&R collects residential refuse weekly. Refuse collection occurs between the hours of 7 a.m. and 7 p.m., Monday through Friday. Please have your containers out by 6:30 a.m. on the morning of your collection.  Containers can be placed out for pick up no earlier than 7 p.m. the evening before collection, and all containers must be returned to storage area by 7 p.m. the night of collection. Holiday Collection Schedule

Refuse is not collected on the following holidays:

  • New Year's Day
  • Memorial Day
  • July 4th
  • Labor Day
  • Thanksgiving
  • Christmas

If the observed holiday falls on a weekday, refuse collection will be delayed by one day for the remainder of the week.  If the observed holiday falls on a weekend, refuse collection will be on a regular schedule. Please check the City Calendar for upcoming holiday schedule.

Summer Saturday Collection Schedule

During the summer months, specific locations in West Newport and on Balboa Island may be eligible for a Saturday collection in addition to the regularly-scheduled weekday trash collection.

Summer Saturday Collection service only collects Landfill/Municipal Solid Waste (MSW), black top carts. Recyclables (blue top carts) and Organics (green top carts) are collected during the normal weekday schedule. Summer Saturday Collection starts two (2) Saturdays before the 4th of July and ends the Saturday before Labor Day.

  • West Newport – Houses located on the streets from the River Jetty to A St, and between Balboa Blvd and Ocean Front receive a Saturday collection.
  • Balboa Island – Property owners that pay the Transient Occupancy Tax (TOT) and are approved by the City’s Revenue Division are eligible.

There are some exceptions to the locations listed above. In order to verify the eligibility of your property for summer Saturday collection, please contact pwinfo@newportbeachca.gov at 949-644-3055. 

 

Using your Carts 

Place your carts curbside or in the alley by 6:30 a.m. on your collection day. Carts should be at least one-foot apart and three-feet away from any obstructions like fire hydrants, trees, or cars. The wheels and handles of the cart must face your property so that the lid can be opened by the collection truck from the side facing the street.

Carts placed on the sidewalk, in the driveway, or in the parkway will not be collected. In addition, carts placed with the handles facing the street or otherwise not facing the property will not be collected.

Carts not collected will typically receive a yellow notification tag indicating why the cart was not collected and instructions for contacting CR&R to schedule a date and time for the cart to be collected.

Missed Pick-up

Please contact CR&R at 949-667-4158 or csnewport@crrmail.com to report a missed pick-up. Missed collection should be reported the same day in order for service to be provided in a timely manner. The following are some common reasons refuse carts are not collected:

  • Containers were not out by 6:30 a.m. on collection day.
  • Containers were not placed at the curb or property line of the alley.
  • Containers were blocked by vehicle(s) or other obstructions.
  • Prohibited items were placed in the container.
  • Unauthorized container.
  • Container and/or contents exceed the 50 pound weight limit.

Residential Refuse Route Reviews (Cart Audit)

The City is required by California’s CalRecycle under SB 1383 to monitor refuse containers for improper sorting of waste, or contamination. Each container should only be filled with certain items such as organic waste in organic carts, recyclable items in the recycling cart, and trash in the landfill cart. When conducting route reviews, both the City and CR&R are committed to protecting personal information, with the utmost discretion regarding the items disposed. The City and CR&R’s sole focus is identifying the material classification to ensure organic material can be processed and composted, and recyclable material can be diverted from landfills. If contamination is observed, photos of the improperly sorted material may be taken for resident education and compliance measures. Nothing is ever removed from the refuse containers.

A route review consists of the City and/or CR&R opening the lids of residential refuse containers and identifying the waste types present per cart. The goal is to have less than 25% of the volume of the cart commingling. The City will encourage compliance with education and outreach by notifying non-compliant residents and providing educational materials.

Notices, including educational material, will be issued to non-compliant residents until December 31, 2023. After January 1, 2024, the City may issue formal notices of violation and administrative penalties if non-compliance continues to be documented on repeated violations.
